1. Judiciary shows its care SUM 10/04/1994
   FIVE months after the Highland Towers tragedy, caring Malaysians still remember the pain and suffering of the victims. Members and staff of the judiciary were the latest to chip in with a RM5,000 donation yesterday.

2. Getting to the bottom of condo collapse NSUNT 10/04/1994 
   MASSIVE TASK ALMOST COMPLETED ... engineers, using excavators and other heavy machinery have removed tonnes of earth on the hill slope and what used to be the former site of the Highland Towers Block A apartment, to carry out checks on the foundation. This will establish if the collapse of the building was caused by a landslide which swept away the foundation following a downpour, or by structural weaknesses.

3. Families of victims receive RM5,000 NST 11/04/1994
   GONE BUT NOT FORGOTTEN ... Chief Registrar of the Supreme Court Datuk Abdul Kadir Musa (right) presenting a RM5,000 cheque to Ampang Jaya Municipal Council secretary Mohd Khashim Abdul Sakor for the families of victims who died in the Highland Towers tragedy last December. The contribution was made by staff from various district courts in the country.

4. Laporan siasatan tragedi Highland Towers siap BH 12/04/1994
   KAJANG, Isnin - Laporan siasatan teknikal tragedi Highland Towers runtuh 11 Disember lalu sudah siap dan akan diserahkan kepada Jawatankuasa Penyiasat Induk Majlis Perbandaran Ampang Jaya (MPAJ), Jumaat ini. Pengerusi Jawatankuasa Teknikal itu, Dr Nik Ramlan Nik Hassan, berkata laporan itu meliputi pelbagai aspek termasuk perancangan dan prosedur pembinaan, keadaan sub-struktur bangunan dan persekitarannya serta struktur bangunan dan bahan yang digunakan.

5. Report on Highland Towers collapse ready BT 12/04/1994
   THE technical committee investigating the Highland Towers disaster has come out with its report detailing the causes of collapse as well as pinpointing the parties responsible. The draft of the report, to be released soon, will be submitted to the Ampang Jaya Municipal Council on April 15. It will be submitted to the Special Cabinet Committee on Highland Towers Disaster within a week and released to the public within a month.

   KAJANG, Mon. - Remedial work has to be undertaken to reinforce the two remaining Highland Towers blocks before residents can be allowed back to their apartments.    BANK Negara Malaysia (BNM) has directed the General Insurance Association of Malaysia and the Life Insurance Association of Malaysia to act fast and help speed up the claims by family members of the victims of Highland Towers tragedy. Deputy Housing and Local Government Minister Encik Osu Sukam told Dewan Rakyat yesterday members of the two associations have been directed to take immediate measures to facilitate the claims.

8. Highland Towers tragedy probe by council committee not over NST 14/04/1994
   THE investigation into the Highland Towers tragedy is still being conducted by a committee set up by the Ampang Jaya Municipal council, Deputy Housing and Local Government Minister Encik Osu Sukam said. He said the probe was expected to be completed in the middle of the month.

9. `Slope failure leads to condo collapse' BT 16/04/1994 By Jennifer Jacobs
   WATER has been identified as the main cause of the slope failure which led to the collapse of Block A of Highland Towers. According to the Public Services Department Institute (Ikram) consultant Dr Mohd Asbi Othman who was privy to the preliminary findings of the technical committee set up to investigate the collapse, the failure must have been initiated by high positive pore water pressure which developed when the rate of inflow of either the surface or subsurface water or both exceeded the transmissivity of the soil mass.

10. Polis masih simpan barang kemas penghuni HM 23/04/1994
    KUALA LUMPUR: Polis mengesahkan ada barangan berharga, termasuk barang kemas milik penghuni Blok A pangsapuri Highland Towers, Taman Hillview, Hulu Klang yang runtuh pada 11 Disember lalu masih disimpan di Balai Polis Ampang. Malah kira-kira 50 helai pakaian milik penghuni itu juga masih disimpan di Balai Polis Taman Melawati.

    KUALA LUMPUR: Keputusan sama ada Blok B dan C pangsapuri Highland Towers, Taman Hillview, Hulu Klang selamat diduduki atau tidak, kemungkinan diketahui minggu depan.     KUALA LUMPUR: Banyak barangan berharga milik penghuni Blok B dan C pangsapuri Highland Towers, Taman Hillview, Hulu Klang masih tersimpan di dalam kedua-dua blok itu sejak kejadian Blok A runtuh November lalu. Sumber-sumber memberitahu Harian Metro kebanyakan penghuni gagal mengeluarkan barangan mereka kerana bimbang keselamatan mereka terancam.

    IN the wake of the Highland Towers condominium collapse tragedy, there has been considerable interest within the building industry to know what forms of insurance protection are available to protect the parties involved, namely the developers and the buyers of properties. Perhaps, it would be opportune at this point to highlight an insurance policy which, although not very popular in Malaysia, does provide the necessary cover pertaining to defective design, unsuitable material or poor workmanship, all of which will cause losses to a property owner.

    THE Malaysian Institute of Architects (PAM) and the Board of Architects have initiated a Building Charter to make the industry more responsible and to restore public confidence shaken by incidents such as the collapse of the Highland Towers apartment block. Menurutnya, beliau menerima laporan lengkap mengenai tragedi itu daripada jawatankuasa teknikal Majlis Perbandaran Ampang Jaya (MPAJ) semalam dan akan menyerahkannya kepada Jawatankuasa Khas Kabinet tidak lama lagi.

16. MPAJ diminta serah laporan tragedi BH 11/05/1994
    KUALA LUMPUR, Selasa - Persatuan Pemilik/Penduduk Highland Towers (PPHT) mendesak supaya Majlis Perbandaran Ampang Jaya (MPAJ) menyerahkan segera kepada mereka maklumat kasar hasil kajian runtuhan pangsapuri mewah itu Disember lalu seperti yang dijanjikan sebelum ini. Timbalan Presiden PPHT, Abdul Razak Yaakob, berkata MPAJ berjanji sebelum ini untuk menyerah dan berkongsi sebarang maklumat yang diperolehi hasil kajian mereka dengan kerjasama PPHT.

17. Cabinet to get condo tragedy report BT 11/05/1994  By Shirene Shan
    THE report on the Highland Towers condominium tragedy is completed and will be submitted to the Cabinet soon, Housing and Local Government Minister Datuk Dr Ting Chew Peh announced yesterday. Ting received the draft report prepared by the Ampang Jaya Municipal Council on Monday. He said the Special Cabinet Committee on the Highland Towers disaster, which was set up to investigate the collapse, will meet "as soon as possible" to review the findings. The committee is chaired by Deputy Finance Minister Datuk Seri Anwar Ibrahim.

    KUALA LUMPUR, Tues. - The Cabinet is expected to make public the findings of the Highland Towers condominium collapse once it has studied a report submitted by the Ampang Jaya Municipal Council.     I WISH to put forward a line of thought that occurred to me after the fall of Highland Towers. Are housebuyers' investments' really protected at all and are they getting a fair deal. Being involved in property, I am aware that quality control in construction is not as easy as in manufacturing. It consists of many trades that often overlap during construction and quality control is even harder to achieve. What should be the main concern here is whether there is a reasonable amount of control at all for the housebuyers.

22. Mangsa kondo dakwa rugi RM40 juta BH 21/05/1994
    KUALA LUMPUR, Jumaat - Mangsa tragedi kondominium Highland Towers yang tumbang di Hulu Klang, Disember lalu, mendakwa mengalami kerugian sebanyak RM40 juta kerana kehilangan pelbagai harta benda. Timbalan Presiden Persatuan Penduduk/Pemilik Highland Tower (PPHT), Abdul Razak Yaacob, berkata anggaran itu juga meliputi kerugian yang dialami oleh penghuni Blok B dan C yang terpaksa dikosongkan kerana dianggap berbahaya berikutan tragedi itu.

27. Highland towers residents see red MM 23/05/1994
    RESIDENTS of Highland Towers are unhappy over their inability to obtain copies of reports showing the geotechnical and topography of the area before and after one of the three blocks collapsed last year. Highland Towers Residents/Owners protem committee secretary Chan Keng Fook complained that many requests to the Ampang Municipal Council for a copy of the reports had fallen on deaf ears.

28. Special Cabinet committee must clear report first MM 24/05/1994
    THE Ampang Jaya Municipal Council will not release any report on its findings into the Highland Towers building collapse or the status of the remaining two blocks until after the Special Cabinet Committee clears it. A council spokesman said they could only investigate the disaster and make its report to the special Cabinet Committee.

30. Condo tragedy: Maybank special loan package BT 25/05/1994  By Rodhiah Ismail
    MAYBANK has introduced a special housing loan package for its housing loan customers affected by the Highland Towers tragedy. The special package is to assist those affected by the tragedy to purchase new houses, its managing director, Encik Amirsham Abdul Aziz, said. Under this new package, Maybank Group customers will be charged a housing loan interest rate of base lending rate (BLR) plus 1 per cent a year, with yearly rest for the first five years.

    KUALA LUMPUR, Tues. - The Maybank Group today announced the introduction of a special housing loan package for its housing loan customers affected by the Highland Towers tragedy in December last year. Managing director Amirsham A. Aziz said in a statement that the special package was aimed at helping those affected by the tragedy to purchase new houses.

33. Penduduk Highland Towers tuntut RM40 juta BH 27/05/1994
    KUALA LUMPUR, Khamis - Jawatankuasa Penduduk/Pemilik Pangsapuri Highland Towers akan menuntut ganti rugi RM40 juta daripada Arab-Malaysian Finance Bhd dan MBf Properties, yang mereka dakwa bertanggungjawab terhadap runtuhan Blok A, pangsapuri itu, Disember lalu. Pengerusi jawatankuasa itu, Dr Benjamin George, berkata kedua-dua syarikat terbabit dikenal pasti setakat ini kerana mereka ialah pemilik tanah berhampiran tapak Highland Towers.

    THE Special Cabinet Committee on the Highland Towers Disaster will meet next week to decide whether the report on the tragedy will be made public.     KUALA LUMPUR, Khamis - Jawatankuasa Kabinet tragedi pangsapuri runtuh Highland Towers mendapati kegagalan pemaju mematuhi peraturan pembinaan bangunan menjadi punca utama keruntuhan bangunan itu Disember lalu yang meragut 48 nyawa. Timbalan Perdana Menteri, Datuk Seri Anwar Ibrahim, berkata beberapa syarat pejabat daerah tidak dipatuhi dan kelulusan pembinaan projek juga dipertikaikan kerana diluluskan oleh seorang pelukis pelan.

40. Penghuni boleh semak: Hamid BH 03/06/1994
    KUALA LUMPUR, Khamis - Jawatankuasa Penduduk/Pemilik Highland Towers boleh mengkaji laporan penuh siasatan tragedi pangsapuri itu untuk menentukan soal pampasan. Menteri Undang-Undang, Datuk Syed Hamid Albar Jaafar, berkata jawatankuasa itu atau penghuni Highland Towers boleh mendapatkan nasihat undang-undang peguam mereka berdasarkan hasil laporan itu.

    KUALA LUMPUR: Siapakah pelukis pelan yang meluluskan projek pembinaan pangsapuri Highland Towers yang runtuh 11 Disember tahun lalu yang mengorbankan 48 nyawa? Selain pemaju, pelukis pelan terbabit juga sepatutnya bertanggungjawab terhadap tragedi itu kerana beliau tidak layak meluluskan pelan projek berkenaan, sebaliknya hanya arkitek yang boleh berbuat demikian.

44. Committee to wait for copy of findings MM 03/06/1994
    THE Highland Towers Residents Committee has reserved comment on the Government's findings into the Highland Towers tragedy. Committee secretary Chan Keng Fook said the committee would not comment on the findings until they get a copy of the report.

    KUALA LUMPUR, Thurs. - Highland Towers apartment residents had mixed responses to the Ampang Jaya Municipal Council inquiry team's findings on the collapse of Block A last Dec 11 which killed 48 people. Deputy Prime Minister Datuk Seri Anwar Ibrahim, who announced the Ampang Jaya Municipal Council's findings of the tragedy today, also said the remaining two adjacent blocks had been declared unsafe for occupation.

    KUALA LUMPUR, Thurs. - The Board of Architects Malaysia (BAM) has struck off the registered building draughtsman who submitted plans for the 12- storey Highland Towers apartments. A spokesman for the Board told the New Straits Times today this decision was taken against Wong Ting Sang last Thursday.

48. Two brothers listed as directors of building firm NST 03/06/1994
    KUALA LUMPUR, Thurs. - Two brothers are registered as directors of Highland Properties Sdn Bhd, the developer blamed for the collapse of Block A of the Highland Towers on Dec 11, 1993, by the Ampang Jaya Municipal Council inquiry team. A check with the Registar of Companies identified them as Yap Kim Kee and Yap Kim Seng. Their ages are not known.

49. Semua yang salah akan dihukum: Anwar BH 04/06/1994
    KUALA LUMPUR, Jumaat - Semua pihak yang terbabit dalam tragedi pangsapuri Highland Towers, Hulu Klang runtuh 11 Disember lalu, akan dikenakan tindakan, kata Datuk Seri Anwar Ibrahim. Timbalan Perdana Menteri menegaskan, mana-mana pihak yang didapati bertanggungjawab dengan tragedi itu tidak akan terlepas, sebaliknya dikenakan tindakan sewajarnya.

50. Bekas penghuni minta diberi perhatian BH 04/06/1994
    KUALA LUMPUR, Jumaat - Bekas penghuni dan keluarga mangsa yang terkorban dalam kejadian Pangsapuri Highland Towers tumbang akhir tahun lalu, mahu kerajaan memberi perhatian terhadap nasib mereka yang kini hidup tanpa harta. Menurut mereka, selain menyalahkan pihak pemaju akibat peristiwa itu kerana sikap cuai mereka, kerajaan juga perlu mengambil kira nasib mangsa yang bertambah malang sejak kejadian yang meragut 48 nyawa itu.

     JELAS, tragedi pangsapuri Highland Towers runtuh pada Disember tahun lalu yang mengorbankan 48 nyawa, berpunca daripada kecuaian pemaju dan arkitek yang tidak mematuhi peraturan pembinaan bangunan seperti ditetapkan serta kegagalan pihak berkuasa tempatan mematuhi syarat berhubung penguatkuasaan undang-undang dan pengeluaran Sijil Kelulusan Menduduki (CF). Laporan Jawatankuasa Khas Kabinet Mengenai Pangsapuri Runtuh yang dipengerusikan oleh Timbalan Perdana Menteri, Datuk Seri Anwar Ibrahim, kelmarin, memang sudah dijangka. Cuma yang ditunggu ialah bentuk tindakan terhadap mereka yang terbabit.

     THE collapse of the Highland Towers apartment building on December 11 last year with a loss of 48 lives jolted the property development industry, particularly in the high-rise building sector and brought about much soul- searching from concerned Malaysians as well as the Government. A temporary ban on the construction of multi-storey buildings in hilly areas and former mining land was a natural reaction to allow the authorities to sort out this mess, the first, and hopefully the last, tragedy of its kind to strike the country. Now that a full report on it has been completed and is about to be released to the public and new measures have been introduced to ensure the safety of high-rise buildings in these high-risk areas, the Cabinet decision to lift the temporary ban is understandable. It is, however, not an open licence to lackadaisical developers to revert to their old ways. As Deputy Prime Minister Datuk Seri Anwar Ibrahim said, the Cabinet has decided not to encourage new development in such areas and projects will only be approved if they fulfil stringent conditions.

     KUALA LUMPUR, Thurs. - The DAP wants Housing and Local Government Minister Datuk Dr Ting Chew Peh to set up a special task force to help Highland Towers survivors and residents claim compensation for their losses. Secretary-general Lim Kit Siang said he was disappointed that the Cabinet did not set up a special panel to be headed by Law Minister Datuk Syed Hamid Albar to help survivors and residents on the question of compensation for their losses.

     KUALA LUMPUR, Thurs. - The Board of Engineers will wait for a full report before it carries out investigations into the collapse of the Highland Towers apartment that killed 48 people last Dec 11. Its secretary, Anis Mohamad Arif, said today the Board would be requesting for a copy of the full report from the Ampang Jaya Municipal Council.

     KUALA LUMPUR, Thurs. - The Highland Towers owners/residents committee today welcomed the six-volume report into the tragedy by the Ampang Jaya Municipal Council inquiry team. Committee chairman Dr Benjamin George said the report had identified those fully involved in the collapse of the 12-storey luxury apartment block.

     KUALA LUMPUR, Jumaat - Blok B dan C pangsapuri Highland Towers akan dirobohkan dalam tempoh tiga bulan sekiranya pemaju projek terbabit gagal mematuhi arahan Majlis Perbandaran Ampang Jaya (MPAJ). Yang Dipertua MPAJ, Abdul Karim Munisar berkata, pihaknya akan menghantar notis mengandungi arahan itu kepada pemaju itu, Highland Properties Sdn Bhd secepat mungkin.

     KUALA LUMPUR, Jumaat - Pihak berkuasa tempatan perlu mempunyai kakitangan profesional yang cekap untuk mengesahkan pelan bangunan yang dikemukakan oleh pemaju bagi menghindarkan sebarang masalah yang mungkin timbul dalam industri pembinaan.      AUTHORITIES are looking into the necessary action that needs to be taken against parties liable for the collapse of the 12-storey Highland Towers. Deputy Prime Minister Datuk Seri Anwar Ibrahim said the normal course of action against those liable will include criminal proceedings. "The normal course of action will be taken after the relevant authorities have made the decision. The Housing and Local Government Ministry is taking the necessary steps," he said.

113. MPAJ buat keputusan HM 25/06/1994
     AMPANG: Majlis Perbandaran Ampang Jaya (MPAJ) tidak membenarkan penghuni Blok B dan C pangsapuri Highland Towers kembali ke rumah masing-masing walaupun ada ura-ura mereka akan membantah keputusan itu. Yang Dipertuanya, Abdul Karim Munisar, berkata keputusan itu diambil atas sebab-sebab keselamatan berdasarkan siasatan MPAJ yang mendapati kedua-dua blok berkenaan tidak selamat untuk diduduki selepas tragedi Blok A pangsapuri di situ runtuh, Disember tahun lalu.

     THE technical committee that investigated the collapse of Block A of Highland Towers is insisting that technical advice be sought to determine the stability of the remaining two blocks. The panel has also not decided whether to conduct an opinion poll among the apartment owners on what to do with the buildings.

     SOIL erosion behind the Highland Towers condominium in Hulu Klang had started as early as 1974 and grew progressively worse, the Ampang Jaya Municipal Council full-board meeting was told yesterday. The eroded land had developed into a gully when 12 hectares of the hillslope were cleared the following year.

     PETALING JAYA, Sat. - The Government will not force the demolition of the two remaining blocks of the Highland Towers condominium if the owners can provide expert evidence to show that the buildings can be saved for future occupation. Housing and Local Government Minister Datuk Dr Ting Chew Peh said today the owners have been given three months to come up with such evidence starting from the date of notification by the Ampang Jaya Municipal Council.

Bagaimanapun, katanya, BPR setakat ini masih belum menerima arahan untuk menyiasat kemungkinan ada unsur rasuah dalam tragedi yang mengorbankan sekurang-kurangnya 48 nyawa itu.

118. Condo tragedy probe: ACA offers help BT 28/06/1994
     THE Anti-Corruption Agency (ACA) is willing to assist if asked by parties concerned to investigate whether there was an element of corruption or malpractice involved in the Highland Towers tragedy. ACA deputy director-general Datuk Mohd Zawawi Mohd Nordin said that if there was evidence of corruption, the agency would exercise its powers as provided under the Anti-Corruption Act.

     KUALA LUMPUR, Rabu - Jawatankuasa Penduduk/Pemilik Highland Towers (JPHT) akan menuntut pampasan sekurang-kurangnya RM60 juta berdasarkan kerugian harta benda, tuntutan insurans dan pinjaman bank. Pengerusi JPHT, Dr Benjamin George, berkata tuntutan itu dianggarkan mengikut jumlah hartanah yang musnah iaitu ketiga-tiga blok pangsapuri terbabit, dan ia mungkin lebih tinggi sekiranya kos kehilangan nyawa turut diambil kira.

     KUALA LUMPUR, Wed. - Damage to the Highland Towers luxury apartments is estimated at more than RM60 million, according to the residents committee. One of the blocks, Block 1, collapsed on Dec 11 last year, killing 48 people. The other two blocks have been declared unsafe. This is the first time that the residents have ascertained the property damage.
