Make developers pay for offence

I REFER to your reports "Developer told to pay house buyers RM1.7m" (NST, April 30) and "House buyers on receiving end" (NST, May 4).

I sympathise with those house buyers who have not received full compensation.

Many housing developers are taking advantage of house buyers by not compensating them fully or by delaying the payment as stipulated in the sale and purchase agreements.

The developers know that it costs money and it takes a long time for house buyers to resort to legal battles to claim the full compensation and assume that house buyers will, therefore, accept lesser compensation.

The authorities should enact a law to compound housing developers for failing to comply with the sale and purchase agreements with- out having to go to court.

The penalty should be severe, maybe a mandatory fine of RM20,000 or six months' jail per offence.

Alternatively, the Government should only allow completed houses to be sold and not houses built in current progressive payment system.
