More high-rise homes have pre-MCs

ALMOST half of Seri Kembangan constituency’s high-rise residential buildings now have their own Pre-MCs or pre-management corporations.

They are fashioned after existing management companies that usually manage condominium or flats, but with one big difference.

The day-to-day care and maintenance of the buildings, instead of being run by a management company appointed by the developer, is run by a committee of residents.

Seri Kembangan Assemblyman Datuk Liew Yuen Keong said the move was initiated by the Selangor Housing Board to ensure residents had more say in the management of their apartments.

“There are 23 high-rise residential buildings in this constituency. I hope to help the rest of them set up Pre-MCs in their respective condos and flats,” he said.

The pre-MCs are a precursor to the residents’ committees that will take over he management of the apartments once the developer has issued the strata titles.

Liew said the Housing Board would help to train the residents in managing and maintaining the premises and also link them with the relevant government agencies and the developer.

“The number of condos and flats have gone up tremendously in the past 10 years and the state government is concerned about the many problems related to maintenance and management,” he said.

Under the Strata Titles Act 1985, a developer has to submit application for strata titles to the Land Office within six months of being given the certificate of fitness.

“The Land Office will then issue the titles, provided all the necessary conditions are met by the developer,” he said.

After strata titles have been issued, the developer’s management company will hand over the maintenance role to the residents.

Here, he said, the residents have the opportunity to manage their own residential complexes through a residents’ committee, but they must be ready to accept the responsibility.

“This is where the pre-MCs come in; to train and familiarise them with the concept of being responsible for the maintenance and management,” he said.
