Build-and-Sell Housing Concept Proposal In Final Stages

KUALA LUMPUR, Nov 16 (Bernama) -- The memorandum on the build-and-sell housing concept proposed for the country is in the final stages and would be submitted to the Cabinet soon, Deputy Housing and Local Government Minister Datuk Azizah Mohd Dun said Wednesday.

She said the ministry had discussed the concept in detail with various quarters including housing purchasers and developers associations to determine whether it would be suitable here.

"We have also seen the financial implication of the concept and have held discussions with financial institutions on it, she said the during question-and-answer session in Parliament here today.

Azizah was replying to a question from Wong Nai Chee (BN-Kota Melaka) who wanted to know the progress on the matter.

She said the ministry had sent a delegation to Australia, where the concept is being implemented, to obtain detailed feedback on its effectiveness.

On the Certificate of Completion and Compliance (CCC) which would replace the Certificate of Fitness for Occupancy (CFO), Azizah said the laws regarding this were being streamlined and would be submitted to Parliament next year.

She said the laws were also aimed at preventing professionals who would be issuing the CCC to buyers from being "biased" and would comply strictly with the government requirements.

The Ministry had also introduced the "One-Stop-Centre" (OSC) concept to be implemented by all Local Authorities for passing building plans and issuing CFOs, she said when answering a question from Dr Junaidy Abdul Wahab (BN-Batu Pahat)

Dr Junaidy had wanted to know what concrete plans had been taken to resolve the problem of buyers who could not occupy their houses due to delays in the issuing CFOs or abandoned housing projects.
