Still no CF for factory

MORE than three years ago, I bought a small industrial factory at Nilai Inland Port. But till today, I have not received the Certificate of Fitness for it.

I am suffering financial losses because of this.

The developers claimed they had submitted the application for CF but the local council had not approved and issued it. My questions are: Have the developers complied with the regulations or by-laws? If not, has the local council written to inform them about it?

If yes, why does the local council delay the issuing of the CF?

Who can I sue to claim for my financial losses? Though the Sales and Purchase agreement is silent on this, there must be some forms of natural justice and those who have caused the delay must bear the responsibility to compensate.
