House keys can be given only if pre-conditions are met

From next year, housing developers can only hand over house keys to buyers after they have fulfilled the pre-conditions imposed by the technical agencies including the Fire and Rescue Department and Public Works Department.

Housing and Local Government Minister Datuk Seri Ong Ka Ting said the new ruling would be implemented after several amendments were made to the Housing Developers Act 1966.

"We hope to table the amendment in Parliament in September. The name of the Act itself will be changed to Housing Development Act," he told reporters after launching the Taman Falim Indah housing project here today.

Under the current practice, he said the developers would hand over the house keys to the buyers after the architect gave his approval and the power supply was connected to the houses.

He said the present practice had resulted in house buyers not being able to move into their houses because the developers could not get certificate of fitness for occupation (CFO) after the keys were handed over.

He said if a developer had fulfilled all the requirements, as stated in the "E Form", they could get the CFO within 14 days.

Meanwhile, Ong said all local authorities had been asked to collect the left overs of fruits including durian skin in their areas.

He said there were some local authorities who declined to collect such garbage during the fruit season as they claimed that it was "too much too handle".

"They must remember that some of the fruit skin can hold water and that is the best place for mosquitoes to breed," he said.

Earlier, in his speech Ong lauded the move by Different Privilege Sdn Bhd to build more affordable houses.

Different Privilege was entrusted by the State Development Corporation to jointly develop Bandar Baru Falim Indah as a mix development project at a 43-hectare land in Menglembu industrial area.
